What is a good substitute for semolina flour?
Can I substitute semolina flower (I can't find it where I live) for all-purpose or wholewheat flour?

I'm afraid it won't work to do just a straight substitution, because semolina (or 'durum wheat') flour is the best (and only) real flour for making pasta dough with just water. It's a matter of the properties of the flour itself.
However... you can of course make pasta dough using all-purpose flour (or a 50/50 split of all-purpose and wholemeal), but you will need to add eggs to the mix.
